Jose Dominguez provided a much-needed Portuguese ray of sunshine for Spurs after replacing injured Frenchman David Ginola, but despite Colin Calderwood's header bringing them their first win of the season there could be another hard winter ahead at White Hart Lane.
Dominguez, the 5ft 3ins forward from Sporting Lisbon, made his Spurs debut when playmaker Ginola was crocked by an uncompromising challenge from Derby's Lee Carsley in the 33rd minute.
The newcomer's first run provided Derby with a booking for a foul by Jacob Laursen and his second produced a sitter at the far post for Stefan Iverson who somehow contrived to miss it.
But, in first-half injury time when Dominguez was sent sprawling again and Derby's Italian winger Stefano Eramio picked up another yellow card, it led to an Andy Sinton free-kick which was powerfully headed in by Scots international Calderwood.
Dominguez, who played two seasons for Birmingham City before going back to Portugal two years ago, continued to sprinkle stardust on another scrappy second-half in which Derby, with even a modicum of finishing fire could have clinched at least a point.
Without the injured Sol Campbell and Ramon Vega, Spurs defence was often at full stretch to contain the lively Derby attack led by Deon Burton and Jonathan Hunt, supplemented later by substitute Dean Sturridge.
But Derby could not match their approach work with a cutting edge and Tottenham keeper Ian Walker had a largely untroubled afternoon. In the end the only difference between the two sides was the ability of Dominguez to carve out chances on the break.
The newcomer, signed for £1.6m just before the start of the season, earned a standing ovation from the home fans with a delightful shimmy and a quick- silver drag back which almost corkscrewed his marker Carsley into the ground.
But with Iversen, looking only half-fit after being injured playing for Norway in mid-week and Les Ferdinand often needed in defence to stave off the Derby raids, there was little chance of Spurs adding to their slender advantage until injury time when another electric run by Dominguez saw him cut down by Igor Stimac only for David Howells to balloon the penalty kick high over the bar.
